Sec. 1. Short title

Sec. 2. Findings

Sec. 3. Definitions

Sec. 4. Report on human rights practices by the Palestinian Authority and any other Palestinian governing entity in the West Bank and Gaza

Sec. 5. Rule of construction

Nothing in this Act shall be construed to repeal, limit, or otherwise affect any provision of Federal law imposing a restriction or limitation on assistance to the Palestinian Authority or any other Palestinian governing entity, except to the extent expressly provided in this Act.
