I Supply shortage determination

Sec. 102. Covered relief period

For purposes of this Act and the amendments made by this Act, relief available during a supply shortage period shall apply to—

(1) any covered upstream production activity initiated, permitted, approved, modified, extended, renewed, drilled, completed, recompleted, or placed into production during the supply shortage period; and

(2) any cost, payment, royalty, fee, or expenditure incurred during the supply shortage period in connection with a covered upstream production activity.
