(a) Place of arrival. Section 208(a)(1) of the Immigration and Nationality Act (8 U.S.C. 1158(a)(1)) is amended by striking or who arrives in the United States (whether or not at a designated port of arrival and including an alien who is brought to the United States after having been interdicted in international or United States waters), and inserting and has arrived in the United States at a port of entry,.
(b) Eligibility. Section 208(b)(1)(A) of such Act (8 U.S.C. 1158(b)(1)(A)) is amended by inserting and is eligible to apply for asylum under subsection (a) before the period at the end.
