The amendment referred to in the first section of this resolution is as follows: Strike the instruction to page 31, line 4, and insert the following: Page 31, line 3, strike apply with respect and all that follows through page 31, line 5, and insert take effect on the date of the enactment of this section, and shall apply with respect to elections for Federal office held on or after such date..
