The House of Representatives and Senate shall provide an introductory briefing from the Congressional Budget Office on budgetary matters as part of the official orientation process for all newly elected Members of Congress, conducted by the Committee on House Administration and the Secretary of the Senate, respectively. Such briefing shall occur before the new Members are sworn in.
