The Secretary shall conduct a study to assess whether refrigerants should be formally recognized as a distinct hazard category and include in such study an assessment of—

(1) how the creation of a distinct hazard category for refrigerants would interact with other hazardous material classifications; and

(2) the broader regulatory impacts of creating such a category.
