(a) In general. Except as provided in subsection (b), this Act shall take effect 2 years after the date of the enactment of this Act.

(b) Exceptions. Notwithstanding subsection (a), sections 2, 4, and 5 shall take effect 1 year after the date of the enactment of this Act.
