Nothing in this Act shall be construed to—

(1) limit the authority of the President under the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.);

(2) authorize any transaction prohibited under United States sanctions or export‑control laws; or

(3) require any United States person to provide goods, services, or technology in violation of such laws.
