Sec. 1. Short title

Sec. 2. Prohibition on waiver for importation of Russian energy products

Sec. 3. Nullification of Russia-related General License 135

(a) In general. Russia-related General License 135, Authorizing Transactions Related to the Sale, Delivery, Offloading, and Importation of Diesel Fuel of Russian Federation Origin, issued by the Office of Foreign Assets Control of the Department of the Treasury, shall have no force or effect.

(b) Future licenses. The Secretary of the Treasury may not authorize any transaction otherwise prohibited by law that is ordinarily incident and necessary to the sale, delivery, or offloading of crude oil or petroleum products of the Russian Federation.
