Sec. 2. Prohibition on waiver for importation of Russian energy products

Section 2 of the Ending Importation of Russian Oil Act (22 U.S.C. 8923 note) is amended—

(1) by striking All products and inserting the following:

(a) Prohibition on importation. All products

(2) by adding at the end the following:

(b) Prohibition on waiver. The Office of Foreign Assets Control may not issue any waiver or general license for the purpose of importing any such product.

(c) Prohibition on expenditure. The Secretary of the Treasury may not expend any funds for the purpose of an agreement that violates a provision of this Act.
