I EXPEDITED FEDERAL REVIEW AND PERMITTING
II COLORADO RIVER BASIN WATER AUGMENTATION PROGRAM
(a) Consultation required. Before providing financial assistance for a project under this title, the Secretary shall consult with the State or States—
(1) in which the project is located; or
(2) that would receive a substantial benefit from the project.
(b) No state approval required. Except to the extent approval is independently required under applicable State law governing water rights, nothing in this title shall be construed to require the approval of a State as a condition of Federal financial assistance.
