Sec. 8. Prerequisite for naturalization

Section 318 of the Immigration and Nationality Act (8 U.S.C. 1429 et seq.) is amended—

(1) by striking Except and inserting the following:

(a) Permanent resident. Except

(3) by striking his and inserting his or her;

(4) by striking Attorney General each place such term appears and inserting Secretary of Homeland Security;

(5) by striking the Service and inserting the Department of Homeland Security;

(6) by striking Notwithstanding and inserting the following:

(b) Warrant of arrest. Notwithstanding

(8) by adding at the end the following:

(c) Outstanding debts. No person may be naturalized under this title if the individual who executed an affidavit of support with respect to the person has failed to reimburse the Federal Government, in accordance with section 213A(b), for all means-tested public benefits received by the person.
