Text of the bill
(a) In general. Chapter 1 of title 23, United States Code, is amended by adding at the end the following:
180. Requirements relating to automated license plate readers. The Secretary shall withhold 10 percent of the amount required to be apportioned to any State under section 104(b) on the first day of each fiscal year that begins after the second fiscal year beginning after the date of enactment of this section if the State does not have a law in effect that prohibits the use of automated license plate readers for any use other than the following:
(1) Enforcing toll systems.
(2) Identifying stolen vehicles, missing or endangered persons, vehicles registered to persons with a warrant for a felony offense, or investigating a vehicle involved in a felony offense.
(b) Clerical amendment. The analysis for chapter 1 of title 23, United States Code, is amended by adding at the end the following:
